Chemical Ali to be Executed

Into the story I notice this line:
Al-Majid would be the fifth former regime official hanged for alleged atrocities against Iraqis during Saddam's nearly three-decade rule.
Alleged Atrocities.
Right.

Alleged atrocities.
Does that mean the atrocities were only 'alleged' to have occurred?
Or that he was only 'alleged' to have committed them?
But if he's on death row, that kinda means they already decided the answer to the latter. And by implication, the former likewise.
The author was working on autopilot, with his careful choice of words. This was instilled into him. Second nature now.
'Alleged'can save your ass from legal trouble, so better safe than sorry I reckon.
